No. 

Anybody with basic computer capability should be able to use the system properly.

Knowledge of the courses or jobs associated with the organisation and of the Australian Digital Capability Framework (ADCF) is a helpful addition, however, it is not mandatory as long as you understand the basic functions of the system as explained in the article What does the System do?
